What F08 actually means
The machine has lost the signal that tells it the drum motor is turning properly, so it stops rather than carry on blind.
On Hoover washer dryers, F08 points at the motor circuit — usually the tachometer, the small sensor that reports drum speed back to the control board, or a break in the motor circuit itself. Because the board can't confirm the drum is spinning at the speed it asked for, it shuts the cycle down. Typically you'll see it either as soon as the drum should start tumbling, or when the machine ramps up to spin.
What F08 looks like on a Hoover washer dryer

Work through these in order. Anything beyond this — panels off, testing parts, anything to do with the wiring — is an engineer's job, and not one to attempt with the machine plugged in.
