What E11 actually means
The machine hasn't taken in enough water in the time allowed, so it has paused the cycle.
During filling, the control board watches the water level rise and gives it a set time to reach the required level. If the level hasn't been reached within that window, the machine stops with E11 and pauses the cycle with the door locked. It's a water supply or fill circuit problem rather than a wash fault.
What E11 looks like on a Electrolux washing machine

What you can safely check yourself
Work through these in order. Anything beyond this — panels off, testing parts, anything to do with the wiring — is an engineer's job, and not one to attempt with the machine plugged in.
- Check the cold tap feeding the machine is fully open
- Look behind the machine and make sure the fill hose isn't kinked or trapped
- Run another cold tap in the house to confirm you have normal water pressure
- Turn the machine off at the wall for a minute, then power up and restart the cycle
- If the mesh filter where the hose screws onto the tap is easy to reach, turn the tap off and rinse any grit out of it
