What F04 actually means
The dishwasher isn't seeing water flow into the tub during filling, so it has stopped the cycle.
During the fill stage the machine counts pulses from a flowmeter to work out how much water has gone in. On this Y-series board, F04 is raised when the tub is registering as empty and no pulses are being counted at all — in other words, as far as the control is concerned, nothing is coming in. The most common real-world cause is exactly what the note suggest: the water supply is shut off or restricted. After that it's the flowmeter itself, its wiring plug, or the inlet valve failing to open.
What F04 looks like on a Haden dishwasher
Most people find this page having searched for what the machine is doing rather than the code itself. On a Haden dishwasher, F04 usually shows up as one or more of these:

What you can safely check yourself
Work through these in order. Anything beyond this — panels off, testing parts, anything to do with the wiring — is an engineer's job, and not one to attempt with the machine plugged in.
- Check the tap feeding the dishwasher is fully open — it's easy to knock partly closed during other work under the sink.
- Run a cold tap elsewhere in the house to confirm you actually have mains water and reasonable pressure.
- Pull the machine out gently and look at the inlet hose for a kink or a tight bend where it goes behind the cabinet — don't disconnect anything.
- Switch off at the wall for a minute, then power up and start a short cycle to see whether the code returns.
