What E83 actually means

The dryer can't make sense of where the programme dial is set, so it won't start a cycle.

The control board reads the position of the programme selector electrically. With E83 it is getting a signal that doesn't match any valid programme position, so it stops rather than running an unknown cycle. The fault points at the selector wiring or the control board itself, not at anything in the drum, ducting or heater side of the machine.

What E83 looks like on a AEG tumble dryer

Switch the dryer off at the wall for a minute, then power it back up and try a cycle
Check the dial isn't stiff, loose on its shaft or catching as you turn it
