What E13 actually means

The main control board and the display/control panel at the front have stopped talking to each other, so the machine won't run.

Candy machines using the "Cuore" power board rely on a constant conversation between that board and the display module that carries the buttons and dial. When that dialogue drops out, the machine has no reliable way of knowing what programme you have chosen or reporting back what it is doing, so it halts and shows the code. It usually appears as soon as you switch on or select a programme, rather than part-way through a wash.

Check nothing is pressing hard against the back of the machine or trapping the mains cable where it enters the cabinet
