What F04 actually means
The dishwasher isn't seeing water flowing in when it tries to fill, so it stops the cycle.
During the fill stage this machine counts pulses from a flow meter to work out how much water has gone in. If the circulation pump starts but no pulses are counted hrough, the control board assumes something is wrong with the water supply or the flow meter itself and halts with all the lights flashing. On the RDW6012D22 you'll usually notice it early in the programme, with little or no water in the machine.
What F04 looks like on a Rangemaster dishwasher
Most people find this page having searched for what the machine is doing rather than the code itself. On a Rangemaster dishwasher, F04 usually shows up as one or more of these:

What usually causes it
- Water tap to the dishwasher turned off or only part open
- Inlet hose kinked, crushed or trapped behind the machine

- Faulty flow meter, or a loose plug on its wiring
- Fault on the electronic control board
What you can safely check yourself
Work through these in order. Anything beyond this — panels off, testing parts, anything to do with the wiring — is an engineer's job, and not one to attempt with the machine plugged in.
- Check the water tap feeding the dishwasher is fully open
- Run a nearby cold tap to confirm you have normal mains pressure
- Look behind the machine and make sure the inlet hose isn't kinked or squashed against the wall
- Switch off at the wall for a minute, then power up and start a fresh cycle
