What is actually happening

The door interlock is deliberately stubborn: it will not release while the machine believes there is water in the drum, and on most machines it holds for a minute or two after the end of a cycle. A door that never releases is either a machine that still thinks it is full, or an interlock that has failed — often with the handle mechanism broken separately.

C00 — C00 isn't a fault — it's the first step of the machine's built-in service test, checking the main program and the door lock.
C05 — C05 isn't a breakdown code — it's the last step of the engineer's built-in test routine, where the machine cuts power to the motor, lets the drum brake to a stop, releases the door and shuts itself down.
E13 — The machine can't confirm the door is locked shut, so it won't start or continue the wash.
F00 — The control board can't switch the drain pump on properly, so the machine stops rather than trying to empty itself.
F09 — The machine thinks there is too much water inside, so it has stopped filling and will normally try to pump out instead of carrying on.
F13 — The machine has flagged a fault in the dispenser circuit, but on these Whirlpool machines it nearly always comes back to the door lock not doing what the control board expects.
F22 — The washing machine's control board has flagged a fault it can't recover from, so it halts the programme — usually with the drum refusing to turn.
