What E13 actually means
The main control board has lost contact with the display/control panel board, so the machine stops rather than run a cycle it can no longer show or command properly.
E13 is an LCD communication error — the two circuit boards that normally talk to each other (the main board doing the work and the panel board showing the programme) are no longer exchanging signals. Because the machine can't confirm what has been selected or report progress, it halts. Typically the display lights up but the programme won't start, or it drops out partway through and shows the code.
What E13 looks like on a Altimo tumble dryer

What you can safely check yourself
Work through these in order. Anything beyond this — panels off, testing parts, anything to do with the wiring — is an engineer's job, and not one to attempt with the machine plugged in.
- Turn the programme knob to the off position and leave it for a few seconds — the manual states this resets the machine; then switch off at the wall for a minute before trying again.
- Try selecting a different programme after the reset to see whether the panel responds at all.
- Check the plug and socket are sound and the machine isn't on an extension lead or a tripping socket.
