The machine's main control board has either failed or has never been programmed with the settings for your model, so it can't run a cycle.

On these Candy and Hoover machines the main board is known as the "Cuore" power card. E00 is reported when that board is faulty, or when a replacement board has been fitted but not programmed to the specific model — an unprogrammed card has no idea which wash sequences, drum size or heating settings it should be using, so it refuses to start. It's a control fault rather than anything to do with water, draining or the door.
