The control board has spotted the wrong voltage on the circuit that switches power to the drum motor, so it has shut the machine down rather than risk driving the motor unpredictably.

Inside the machine, a component called a triac on the main control board turns the motor on and off. The board constantly monitors it, and when the door is shut and nothing should be running it expects to read a low voltage. If it reads a high voltage instead for a few seconds, it concludes the motor switching circuit is no longer under control and stops the cycle in a safe state.
