The machine's main control board has failed or was never given its software settings, so it can't run a wash.

E00 on Hoover (and the closely related Candy models) points at the "Cuore" power card \whole machine \u2014 either it has developed a fault or it has not been programmed with the model's configuration. Without that, the board doesn't know what machine it is fitted to, so the control locks out rather than attempting a cycle. It typically shows very early, before the drum does anything at all.
