What E12 actually means
The machine's main control board has lost communication with one of its internal electronic modules (the "3D" board), so it won't carry on with the wash.
E12 is a communication fault between the main control and a secondary electronic board inside the machine. The control expects to exchange signals with that board and isn't getting a reply, so it stops the programme rather than run blind. It isn't a blockage, a filter or anything to do with water.
What E12 looks like on a New World washing machine
Most people find this page having searched for what the machine is doing rather than the code itself. On a New World washing machine, E12 usually shows up as one or more of these:
