What E31 actually means
The dryer's moisture-sensing circuit is giving a reading that's far higher than it should be, and the control board has logged it as a fault.
Zanussi condenser dryers on the Env06 control board judge how wet the load still is by passing a small current between sensing contacts and measuring the conductivity — the "conductimetric" sensor. E31 means the signal coming back is at too high a frequency for the board to make sense of. E31 is an alarm that only shows up during diagnostics, and points the finger at the control board itself rather than at the sensor or the wiring, so the drying cycle is not normally stopped by it.
What E31 looks like on a Zanussi tumble dryer
Most people find this page having searched for what the machine is doing rather than the code itself. On a Zanussi tumble dryer, E31 usually shows up as one or more of these:

What usually causes it

What you can safely check yourself
Work through these in order. Anything beyond this — panels off, testing parts, anything to do with the wiring — is an engineer's job, and not one to attempt with the machine plugged in.
- Turn the dryer off at the wall for a minute, then power it back up and run a normal cycle to see whether it behaves.
- Clean the lint filter and check the condenser filter area is clear, so you can rule out ordinary drying problems being blamed on this code.
- If the drum has visible metal sensing contacts, wipe them over with a damp cloth and let them dry before running the machine.
- Note whether the machine actually stops mid-cycle or whether the code only appears when the display is interrogated — that difference matters to whoever attends.
