The machine has measured the mains electricity supply coming into it and decided the voltage is outside the range it will safely run on, so it has stopped rather than carry on.

Grundig's control board watches the incoming mains voltage. If it reads too low or too high (the service data works to a lower limit around 150V AC), it flags E29 and halts the programme.
