The display and control panel have stopped talking to the machine's main circuit board, so the appliance can no longer take or show instructions properly.

E13 is an LCD communication error. The main control board and the display/touch panel constantly check in with each other, and when that link goes quiet or the replies come back corrupted, the machine halts and puts E13 up rather than run blind. Typically the owner sees the display freeze, become unresponsive to button presses, or the code appear the moment power is switched on, before any cycle gets underway.
