What is actually happening

The door interlock is deliberately stubborn: it will not release while the machine believes there is water in the drum, and on most machines it holds for a minute or two after the end of a cycle. A door that never releases is either a machine that still thinks it is full, or an interlock that has failed — often with the handle mechanism broken separately.

The Hoover fault codes that point at this

A Hoover washing machine will usually tell you what it thinks is wrong before anyone opens it up. These are the codes we hold for this make that relate to door will not open:

E00 — The machine's main control board has failed or was never given its software settings, so it can't run a wash.
E01 — The machine can't confirm the door is locked shut, so it refuses to start the cycle.
E02 — The machine hasn't taken in enough water in the time it allows, so it has stopped rather than run dry.
E03 — The machine hasn't managed to empty the water out within the time it allows, so it has stopped with the drum still full.
E04 — The machine has decided it's being overfilled with water and has shut itself down to stop a flood.
E07 — The machine thinks the door lock is stuck in the locked position, so it won't carry on or let you open the door.
E11 — The machine can't see a working drying heater circuit, so it stops rather than attempt the drying part of the cycle.
E19 — The machine can't talk to your phone over its NFC contact point, so the app-based programme won't transfer.
