What E83 actually means
The control board can't make sense of the programme setting it's reading from the selector dial, so it won't start a cycle.
Every position on the programme dial sends a code to the main board, and the board checks that code against the list of programmes it has been configured for. On E83 the code coming in isn't one it recognises, so it refuses to run rather than guess at a programme. In practice you turn the dial, the machine either does nothing or throws the fault straight away.
