What F04 actually means

The dishwasher isn't seeing water flow into the machine, so it has halted rather than run a cycle dry.

Electrolux uses a flow meter to count the water going into the tub. On this fault the control board has started filling but received no pulses from that meter, so as far as it is concerned the tub is still empty — the manual describes it as level empty with no flow meter impulses, with a closed tap given as one likely reason. It stops there to avoid running the pump and heater with no water in the machine.

What usually causes it

Water supply tap turned off or only part open
Kinked, crushed or blocked fill hose
Blocked filter or screen in the inlet hose connection
Faulty flow meter, or a loose connection to it
Fault on the main control board (less common)

What you can safely check yourself

Work through these in order. Anything beyond this — panels off, testing parts, anything to do with the wiring — is an engineer's job, and not one to attempt with the machine plugged in.

Check the water tap feeding the dishwasher is fully open — this is the single most common finding
Look along the fill hose for kinks or anything resting on it, particularly where the machine sits back against the wall
Run a tap in the kitchen to confirm you have normal mains pressure and the supply hasn't been isolated
Turn the dishwasher off at the wall for a minute, switch it back on and start a short programme
Clean the filters in the base of the tub while you are there, so drainage isn't confused with filling next time
