What is actually happening

The door interlock is deliberately stubborn: it will not release while the machine believes there is water in the drum, and on most machines it holds for a minute or two after the end of a cycle. A door that never releases is either a machine that still thinks it is full, or an interlock that has failed — often with the handle mechanism broken separately.

The Hisense fault codes that point at this

A Hisense washing machine will usually tell you what it thinks is wrong before anyone opens it up. These are the codes we hold for this make that relate to door will not open:

F01 — The machine isn't getting enough water in the time it expects, so it has stopped the cycle.
F03 — The machine can't get the water out, so it has stopped mid-cycle.
F08 — The machine has detected the motor drawing too much current and has cut the drum motor to protect itself.
F09 — The machine has stopped because the mains voltage reaching it is outside the range it will run on /
F10 — The control board has lost one of the three power feeds to the drum motor, so it shuts the wash down rather than try to spin.
F11 — The board that drives the drum motor has reported a hardware fault, so the machine has shut the wash down rather than keep driving the motor.
F13 — The machine can't confirm the door is properly locked shut, so it won't start the wash.
F14 — The machine can't release the door lock, so the door stays shut at the end of the cycle.

Wait a full five minutes after the end of the cycle — many machines hold the lock deliberately
Run a drain or spin-only cycle: if the drum has water in it the door will not release until it is gone
Switch off at the wall for ten minutes, then power up — this clears an interrupted program on most machines
